Dominion Station Parking Rules

As parking in Dominion Station has become more at a premium over the years the board acting on the comments and concerns of the community, have enacted various regulations to help maintain equal access to parking for all residents and visitors.  Residents are asked to follow the rules and if you have any questions please inquire @ parking@dshoa.com.  Parking enforcement hours are from 12:00am – 7:00am daily.

*All enforcement and guidelines have been approved by the DS Board of Directors to help maximize equitable parking for all Dominion Station Residents.

Parking Availability

The community was designed to provide every resident with two parking spots. Garage units have their garage and driveway, and non-garage units have two numbered spots on common area property.  There are also additional spaces on common area property marked Open and Visitor.  All vehicles (homeowners or tenants) parked on common area property are subject to the parking rules; dshoa.com/…uploads/2010/10/pr2010_4_5.pdf

*Note the street parking along Magnolia and Blossom is maintained and monitored by the Loudoun County Sheriffs Office.

Parking Guidelines

Resident Vehicle Registration is required for any vehicle parking in an Open Reserve Space.  In order to obtain an Open Reserve Space Virtual Pass a resident has to have at least two resident vehicles registered with Web Parking Pass.  You can create an account and register your vehicles here; app.webparkingpass.com.  When registering your vehicle the site requires you to upload documents verifying your address (drivers license, utility bill, etc) and vehicle information (vehicle registration, photo of license plate, etc), this is required to ensure that only Dominion Station Townhome Residents are requesting access to park on common area property.

The site allows residents to register up to 6 vehicles for any one address.  Only registered resident vehicles are authorized to activate a virtual Open Reserve space hangtag and park in an Open Reserve Space.  An Open Reserve Space virtual hangtag can be activated for up to 14-days.  After 14-days the virtual tag will expire and have to be renewed.

Open Reserve Spaces (FOR REGISTERED RESIDENT VEHICLES ONLY) are for resident vehicles registered with Web Parking Pass.  Resident vehicles parked in an Open Reserve Space overnight must have an active virtual open reserve space hangtag and park in only the spaces marked Open Reserve.  These spaces are first come, first serve, and subject to the community guidelines for common area parking.

*All 82-parking spaces along Baggett & Thompson are managed as Open Reserve.  There is NO Visitor parking along these two roads and residents who live on Baggett & Thompson cannot purchase a Virtual Visitor Hangtag (due to having no Visitor parking along their streets)

Visitor Spaces (FOR NON-RESIDENT VEHICLES ONLY) are for visitors to Dominion Station.  Vehicles parking using a virtual Visitor Hangtag must not be registered as resident vehicles.  The Visitor Hangtag can be activated for up to 3-day and for a total of 15-days/month.  Residents interested in purchasing a virtual Visitor Hangtag DO NOT need to have a resident vehicle registered with Web Parking Pass.

**Residents who would like to active and purchase a virtual Visitor hangtag can Add Code VSCOD under the Specialty Code section on the main Webparkingpass page.

***Residents living along Baggett Terrace and Thompson Square cannot purchase a virtual Visitor Hangtag (due to there being no Visitor Spaces along these two streets).

Note;

  • Only ONE Open Reserve Space and ONE Visitor Space Hangtag can be purchased per household.
  • Vehicles parking in open or visitor spots without the appropriate activated virtual pass are subject to towing
  • Parking passes who’s vehicle information does not match with registered data are subject to towing
  • Unregistered vehicles in an open reserve space without an active virtual Open Reserve Space hangtag are subject to towing
  • Residents parking personal vehicles in visitor spots are subject to towing
  • Residents may not leave a personal vehicle in an open reserve spot longer than 14-days (storage of any vehicle is not permitted)
  • Visitor parking, is limited to 72-hours, however a visiting vehicles can request a longer stay by notifying DS HoA in advance via e-mail at SFMC@dshoa.com
  • No bus, trailer, freestanding camper, recreational vehicle, boat, mobile home, moped, motorized go-cart, ATV or other such contrivance may be kept, placed, stored, maintained, or operated upon any portion of the common area, parked, or stored in sight of the individual lots
  • Vehicles parked in designated drives ways that extend over the driveway apron, or which block the adjoining sidewalks, are subject to towing
  • All vehicles must display current registration and required permits to be kept on common area property. Vehicles without current registration, permits, or inspection tags are subject to towing
  • No commercial vehicles under the laws of any states or any vehicle without commercial licenses but which has signs, decals, lettering, equipment racks, for hire vehicles, etc. are permitted to be parked on the property in either driveways, assigned spaces, or any HOA common area parking spaces at anytime with the exception of contractors performing work for a homeowner during normal business hours
  • Parking privileges are subject to suspension by the Board for violations of the Association rules and regulations, to include covenant violations and delinquency in excess of 60-days

Vehicle Registration through Web Parking Pass

  • Enrollment in Web Parking Pass is not mandatory!
  • Registration for Open Reserve and Visitor spaces is to be done through Web Parking Pass at https://app.webparkingpass.com
    • Dominion Stations community password when login into their system is “clubhouse
  • One Virtual Open Reserve Space and One Virtual Visitor pass is available per home
    • Residents on Baggett Terrace & Thompson Square are NOT permitted to purchase a virtual Visitor hangtag due to not having any visitor spaces in their section of the neighborhood (this was a decision made by the owners of homes on these two streets since all of the homes have garage units and there are no assigned spaces along Baggett and Thompson)
  • Resident vehicle registration is $11/year, and each virtual hangtag is $19/year.
  • In order to qualify for the purchase of a virtual Open Reserve Space hangtag a resident must register at least two resident vehicles, and only registered resident vehicle are allowed to park in an Open Reserve Space during the enforcement period.

Other Notes

  • Any concerns or issues with vehicles parked along Magnolia or Blossom can be directed to the Loudoun County Sheriff’s office non-emergency line @ (703) 777-1021
  • Maintaining a balance between open and visitor spots has always been a delicate one. If you and your fellow neighbors feel the balance is off in your part of the community feel free to notify the BOD @ board@dshoa.com
  • Residents who have had their, or one of their visitor’s, vehicles towed and believe it was in error can petition the board for reimbursement by emailing SFMC
  • The parking lot adjacent to the community clubhouse is reserved for the pool, tot lot, and clubhouse use ONLY.  No overnight parking is permitted in that lot!

History

  • On March 23, 2010, the Board of Directors adopted Policy Resolution No. 2010, and amended in October, 2011, to update the unrestricted visitor parking hours from 7am to midnight
  • In 2016, parking passes were reissued to the community, so each home receives 1 visitor hangtag, and 1 open hangtag.  Residents are now required to display the open hangtag to park in an open space.  Read more here.
  • On 7 JUL 21 the BOD agreed to update its parking enforcement program through the use of Online Parking Solutions.  Residents of Dominion Station are now required to purchase their own RFID Hangtags (Open and Visitor) and Register their Vehicles at owner expense.  This is not a mandatory program and nobody is required to opt-into it if they do not wish to utilize common area parking (Open Space or Visitor Spaces) throughout the neighborhood.
  • Enforcement of the new parking program is schedule to begin January 2022.
