BOARD OF DIRECTORS MEETING

MINUTES

September 27, 2016

MEMBERS PRESENT:

Mehdi Kohanbani

Dave Kesick

Jason Hall

Judson Weinsheimer

 

Muthu Arigovindan was absent.

 

Kathy Simonovich, SFMC, Inc.

Rebecca Brodkorb, SFMC, Inc.

 

8 owners attended the meeting.

 

The meeting was called to order at 6:00p.m. by Kohanbani.

 

A motion by Kohanbani to convene in executive session for the purpose of conducting covenants hearings was seconded by Hall and carried unanimously.

 

At 6:46 a motion by Kohanbani to reconvene in open session was seconded by Weinsheimer and carried unanimously.

 

OPEN FORUM

 

  • Chris Kent- Discussion on parking regulations.

  • Velda Fleming- Positive comments on parking policy. Discussion about parking hang tags.

COMMUNITY ENFORCEMENT SERVICES

Darryl Childs was in attendance to discuss the trash and parking enforcement services for the association. Management will be provided monthly logs reports.

 

MINUTES

A motion by Kohanbani to approve the August 30, 2016 Board of Directors meeting minutes as amended was seconded by Kesick and carried unanimously.

No report.

Communications Committee

No report.

 

FINANCIAL MANAGEMENT

Status of Operations – August 31, 2016

As of August 31, 2016 the Association has an un-audited deficit of $23,395.  Association investments total $1,539,745.  Accounts Receivables total $19,779.

 

CONTRACT SERVICES

Grounds Maintenance

Kate Davidson to provide the final Tree Master Plan and Guidelines for the Individual Town Homes to the Board for final review.

 

Irrigation Repairs

A motion by Hall to approve valve replacements and install a new zone provided by Aspect Irrigation proposal in the amount of $8,960.00 was seconded by Weinsheimer and carried unanimously.

 

Pool Management

A motion by Kohanbani to approve the renovation of Main, Lap, and Wading pools provided by Premier Aquatics in the amount of $91,650 was seconded by Hall and carried unanimously. The renovation includes white coat, coping stones, inlay coping stones, and waterline tiles.

 

A motion by Hall to approve the Luna Quartz Aruba Beach Entry Finish proposal provided by Premier Aquatics in the amount of $9,550 was seconded by Kohanbani and carried unanimously.

 

A motion by Kohanbani to approve the LED Light proposal provided by Premier Aquatics in the amount of $10,050.00 was seconded by Hall and carried unanimously.

 

Snow Plowing

A motion by Kesick to approve the 2016/17 Snow Plowing contract provided by Fairfax Paving & Concrete authorizing automatic snow plowing when snow fall reaches 3 inches was seconded by Kohanbani and carried unanimously.

 

RESIDENT & MISCELLANEOUS MATTERS

Parking Regulations

A motion by Kesick to redistribute visitor hang tags to replace the current green visitor hang tags that were misprinted. The motion was seconded by Kohanbani and carried 3-1 (Weinsheimer denied). The new purple visitor hang tags will be distributed to all residents who have registered with the exception of the residents on Baggett and Thompson. The new hang tags will go into effect 12/31/2016.

 

Tennis Court Area

Management will seek proposals for resurfacing the tennis court.

 

A motion by Kesick to sanction the 11 residents that failed to respond to the covenants hearing notice $10.00 a day effective immediately until repairs have been completed or in accordance with Virginia State Law (90 days) was seconded by Kohanbani and carried unanimously. No extensions will be granted to these owners.
